The Development Agency of Serbia (hereinafter: RAS) has developed the Competitiveness, Productivity and Internationalization Program (hereinafter: the Program) under the Work Program of the RAS for 2018. The overall objective of the Program is the development of companies and increase their competitiveness, which should create a strong, competitive and export-oriented sector MMSPP.
Within this program, support is provided to MESP through co-financing of the following project activities:
1. Arranging business in accordance with the requirements of international standards;
2. Harmonizing products with the requirements of technical regulations;
3. Development of technological processes, products / services;
o Improving existing and developing new products / services
o New design of products and packaging;
o Improvement of existing and development of new technological processes;
4. Individual appearance at an international fair abroad.
CONDITIONS FOR PARTICIPATION IN THE PROGRAM
1) that the main activity of the MMSPP is production or processing (the fulfillment of this condition is checked based on the activity code under which they are registered in the APR - more detailed information in the Instruction for the implementation of the program of productivity competitiveness support and internationalization of MESP);
2) they are in majority private ownership;
3) at the time of filing the application, registered in the APR of the Republic of Serbia no later than January 1, 2016 (in the Register of companies or entrepreneurs);
4) that they have performed positively in the previous year;
5) to conduct business books under the double bookkeeping system;
6) they have settled tax and contribution obligations;
7) that in the last two years the measure of banning the activity has not been imposed;
8) that for the same justified expenses for which they apply, in the last two years they did not use incentive funds derived from the budget of the Republic of Serbia, the budget of the Autonomous Province of Vojvodina and the budget of the JLS;
9) that they are not in difficulty according to the definition contained in the Regulation on State Aid Rules;
10) The program will co-finance the project activities that were started after the Public Invitation was published, and they were not completed before the signing of the contract with the RAS. The exception is the project activities defined under number 3. "Development of technological processes, products / services" which can be started as early as 01.01.2018. years.
The applicant may submit only one Application for participation in the Program.
Funds can not be used for:
1. Project activities aimed at: tobacco industry; organization of games of chance; production and sale of weapons and military equipment; construction; trade and primary agricultural production;
2. Projects that concern only or mainly individual scholarships for studies and training, as well as individual sponsorships for participation in workshops;
3. Projects related to political parties;
4. Donor-funded projects for charity purposes.
AMOUNT OF AMOUNT
Available funds are granted individually to the Beneficiaries, as a co-financing of up to 50% of the amount of eligible costs without VAT, for each project activity.
The maximum amount of approved funds is 2.000.000 dinars.
The total budget of the Program is 140.000.000 dinars.
The deadline for completion of all contracted activities and realization of payments within the approved project is 12 months from the date of signing the contract with RAS.
The justified costs of the project are:
1. Costs for arranging business in accordance with the requirements of international standards as follows:
1.1 The costs of implementing the standard with the first certification;
2. Costs for harmonizing products with the requirements of the European New Approach Directives requiring the CE marking, ie with the technical regulations that prescribe labeling of the product with Serbian sign of conformity "3A" as follows:
2.1 Costs of meeting essential requirements for product safety;
2.2 The costs of complying with the requirements of the Directives / Regulations for pre-packaged products;
2.3 Costs of standardizing measuring devices in the production process;
2.4 Costs of testing and control of the health safety of products;
2.5. Cost of issuing a test report;
Note: All costs referred to in sub-sections 2.1 to 2.5 shall be deemed justifiable only if a test report / calibration report is submitted by an accredited laboratory when the project activities are justified.
2.6 Certification costs with product testing in European notified bodies (eg NANDO bases);
2.7. The cost of reviewing the technical documentation by the designated bodies when issuing a certificate of conformity.
3. Costs of improving existing and developing new products and / or technological processes:
3.1. Costs for the production of technical documentation for the product;
3.2. Costs of manufacturing a prototype product;
3.3. Costs of testing / testing the prototype product;
3.4 Costs of designing a new product;
3.5 Costs for the production of a redesign product;
3.6. Cost of designing packaging design;
3.7. Costs for the production of technological documentation for the needs of improving existing and / or developing new technological processes;
3.8 The costs of procuring new production equipment for improving the production and technological process (the equipment can not be purchased from a natural person, unless the equipment vendor is an entrepreneur);
3.9 Costs of developing a feasibility study and introducing automation of the work process through the use of ICT and smart manufacturing systems;
3.10 Procurement / development / finishing costs and implementation of specialized software (which excludes the general purpose operating system and software, for example Office package).
4. Costs of individual performance at an international fair abroad:
4.1 Rental expenses of the exhibition space;
4.2 The cost of renting or making and setting up a stand;
4.3 Mandatory administrative costs prescribed by the Fair (registration fees and the like);
4.4 Operating costs during the fair (connection of electricity and water, consumption of electricity and water, internet, etc.).
5. Costs of specialized training for management and employees in relation to realization of acceptable project activities of this program;
5.1 Costs of engaging lecturers, trainers, mentors;
5.2 Operating expenses for the implementation of specialized trainings (rental / hire rental costs, rental costs of equipment / machines for maintenance of specialized training, costs of working material, cost of catering).
NECESSARY DOCUMENTATION FOR COMPETITION
1. Form 1 - Application form (completed, signed and authenticated by the applicant);
2. Form 2 -Budget project;
3. Form 3 -Report of the applicant;
4. Certificate of the competent tax authority that the applicant has paid all public revenues (taxes and contributions), which may not be older than 30 days from the filing date (original or certified photocopy by the competent authority of the certification);
5. Financial Documents: Balance Sheet, Income Statement and Statistic Report for the previous year (2017) - A copy of the Certificate of Registration of the Regular Annual Financial Report issued by the APR.
If the Applicant has not received the Certificate of Registration of the Regular Annual Financial Report for 2017, it is necessary to submit the Balance Sheet, Income Statement and Statistical Report for 2017, signed and authenticated by the person responsible for the preparation of the financial report and a written statement of the legal representative of the company on the authenticity and identity of the copy submitted to the APR for final processing.
6. Offer of the selected Supplier for different project activities. The bid should contain a clearly defined object and scope of activities, the deadline for realization and the price expressed in dinars and the VAT shown. In case the price is expressed in foreign currency on the offer, it is calculated according to the middle exchange rate of the National Bank of Serbia on the day of filing the application and the amount in dinars is shown in the budget of the application. All possible subsequent exchange differences are borne by the User.
7. Documentation demonstrating the competence of the Service Provider (this documentation refers to eligible project activities for which the Service Provider is engaged, which are defined in Chapter 2.3.1 of points 1 to 3):
• A reference list with a minimum of 3 recommendations (not older than 3 years) on a client's memorandum with a detailed description of the type of service and the period of performance demonstrating the competence to provide the relevant service;
• List of engaged persons who will implement project activities and for each individual prove the following:
- Qualifications and competencies (evidence: diplomas, certificates, licenses, certificates, membership in professional organizations);
- A minimum of 3 years of work experience (proof: an employer's certificate on a job description or an engagement contract for the provision of MMSP services proving the competence to provide the service concerned);
8. Documentation submitted for project activity - Individual appearance at an international fair abroad:
• Basic information about the fair obtained from the fair organizer or from the official website of the fair;
• Blank application and pricelist of fair play;
• List of participating countries in the previous year at the fair for which the application is submitted.
The RAS reserves the right to further check the submitted documentation and, if necessary, request additional documentation from the Applicant, but only for formally correct applications.
